Recently, Provincial Nominee Program (PNP) draws occurred in Canada. Four Canadian provinces, including Ontario, British Columbia, Manitoba, and Quebec, issued invitations to candidates to immigrate to the province and apply for permanent residence. This section will discuss the most recent PNP draw results for four Canadian provinces, including Ontario, British Columbia, Manitoba, and Quebec.
Ontario
On July 25, 2023, a general draw occurred in the province of Ontario. The draw was held under the French-Speaking Skilled Worker Stream of Ontario.
The province issued a total of 95 Notifications of Interest (NOIs) which are comparable to an Invitation to Apply (ITA) in the Ontario PNP (OINP). The candidates with minimum CRS scores ranging between 321-374 were invited.
British Columbia
On July 25, two draws occurred in British Columbia, targeting six different streams of the British Columbia PNP (BCPNP).
In the context of the British Columbia PNP, the Express Entry British Columbia (EEBC) Options Streams pertain to Provincial Nominee program streams that are closely aligned with the federal Express Entry Stream. These are also referred to as upgraded nominations, and they provide the federal Express Entry pool candidates the opportunity to receive nominations from a specific province, which can significantly boost their CRS score by 600 points, to immigrate to the nominating province.
In the first general draw, British Columbia issued 175 ITAs targeting the candidates in the following steams. The CRS cut-off scores for each stream are also mentioned next to each.
- Skilled Worker Stream: 106 CRS score;
- Skilled Worker Express Entry British Columbia (EEBC) Option Stream:106 CRS score;
- International Graduate Stream:109 CRS score;
- International Graduate EEBC Option Stream:109 CRS score; and
- Entry Level and Semi-Skilled Stream—87 CRS score.
British Columbia’s second draw was confined to the Skilled Worker International Graduate Stream, including the Express Entry British Columbia (EEBC) Options. The following professions were targeted in this draw:
- BC issued the invitation to 30 Early childhood educators and assistants (NOC 42202) with a minimum CRS score of 60 points.
- 30 invitations were issued to Healthcare professionals with a minimum CRS score of 60; and
- Four ITAs were issued to the candidates in the other priority occupations (particularly Animal Health Technologists and Veterinary Technicians (NOC 32104) and Veterinarians (NOC 31103)) with a minimum CRS score of 60.
Manitoba
On July 28, Manitoba conducted three different draws targeting separate streams. The draws were for the following streams:
- Skilled Worker in Manitoba Stream—The province issued 299 Letters of Advice to Apply (LAAs) in the Manitoba PNP (MPNP), which is comparable to ITA. Candidates with a minimum CRS score of 633 received LAAs;
- International Education Stream—The province issued 41 LAAs to candidates in this stream. The CRS score for this stream remains unclear; and
- Skilled Worker Overseas Stream—In this stream, 15 LAAs were issued to candidates with the least CRS score of 726. This was a measure under a Strategic Recruitment Initiative.
Among the total 354 LAAs that Manitoba issued, 56 LAAs were issued to candidates who had a valid Express Entry profile, indicating that they are likely enhanced nominations.
Quebec
On July 20, Quebec conducted its separate provincial immigration program. In this draw, the province invited 1633 candidates from the Arrima portal. The Arrima is Quebec’s own immigration portal. Candidates with the following requirement were invited by Quebec:
- Candidates having level 7 proficiency in French as per the Québec scale of French proficiency levels for adult immigrants) or its equivalent received an invitation.
- Candidates having a minimum CRS score equal to or greater than 596 points received an invitation; or
- Candidates having a valid job offer outside of the Communauté métropolitaine de Montréal (the Montreal Metropolitan Area) received an invitation.
What is Provincial Nominee Program
Canada launched the provincial nominee program (PNP) in 1998 with the aim of distributing the benefits of immigration throughout the country. The majority of immigrants have typically settled in Canada’s highly populated provinces like Ontario, Quebec, and British Columbia. However, the provincial nominee programs (PNP) permit provinces to nominate candidates to be selected to move to the nominating province who they feel can help satisfy the demographic and labor market requirements.
Every Canadian province maintains its own PNP programs, except for Quebec and Nunavut, which has their separate immigration program. PNPs have been proven to be effective in extending immigration throughout Canada and today are considered to be the most significant pathway for Economic immigration to Canada. Through PNP, Canada is seeking to welcome more than 333,000 new immigrants to the country between 2023 and 2025.
Although the majority of PNP streams specifically target professionals through in-demand professions, other PNP streams are also available that focuses on other types of skills or attributes and qualifications, such as international students who have a previous educational experience in a particular province and candidates who are proficient in a specific language, particularly in French.
