Provincial Nominee Program: Five provinces nominated Candidates
Within the PNP, there are multiple pathways that candidates might qualify for based on their traits. For instance, in most Canadian provinces, there are immigration pathways for international student graduates as well as for individuals who have a Canadian job offer.
Each year, provinces are able to choose and nominate a particular number of immigrants for economic immigration. Provinces can do this because provinces and the Canadian immigration department share the immigration responsibility in Canada.
In almost every province, the regional government can decide on the best-suited candidates who can contribute to the local economy and workforce and easily integrate into the province.
In Canada, almost all provinces and territories except Quebec and Nunavut partake in the Provincial Nominee Program. The province of Quebec has signed a unique agreement with the Canadian government that gives it complete autonomy over the choice of economic immigrants to the province.
However, the Canadian department, IRCC, still has the power to make the final decision regarding the permanent residency for the candidates whom the Quebec government selects.
Recent Immigration Level Plans and PNPs
Typically, the all-around immigration target for the PNP permanent resident admissions is determined in the yearly Immigration Level Plans.
In 2024, Canada has a target of accepting 110,000 new immigrants via the PNP. In 2025 and 2026, the target is increased to 120,000 newcomers via the same program.
IRCC further divides these immigration targets among different provinces based on economic needs and population.
