Canada issues ITAs in the first Express Entry draw of July. The department issued 3,750 ITAs in a category-based selection draw for healthcare professions. Moreover, applicants required a minimum CRS score of 445 to be considered.
This was the second category-based draw of the week. It follows a draw on July 4 which was a category-based selection draw for 1,800 applicants in trade professions.
IRCC also held a draw earlier this week on July 2 which considered only applicants in the Provincial Nominee Program. The 920 invited applicants required a minimum score of 739.
This brings the total number of ITAs issued this week to 6,470 – the highest number of ITAs issued since April.
The recent trend of program specific draws began earlier this year. Since May 30, IRCC has held four program-specific draws, with three of them for PNP applicants.
Program-specific draws only consider applicants in the Express Entry pool who have applied via an Express Entry program, like CEC, Federal Skilled Worker Program, or Federal Skilled Trades Program. In the case of a PNP-only draw, applicants are only considered if they have been successfully nominated through an Express aligned stream of a PNP, a process known as enhanced nomination.
Until recently, this kind of draw has not happened since the introduction of category-based selection draws in May 2023. However, IRCC has been working to stabilize high levels of temporary residents in Canada since January. One method of doing so is offering temporary residents, those in the nation on a work or study permit or a visitor visa, more alternatives to become permanent residents.
Many temporary residents who have applied for permanent residence and are presently living in Canada to have experience residing in Canada apply for PR through the CEC. The same is also true of applicants in the PNP. This implies that IRCC can meet its yearly target for ‘Federal High Skilled Workers’ as highlighted in the Immigration Levels Plan while also reducing the number of temporary residents in Canada.

What Is Express Entry?
The Express Entry application management system was established in 2015 as a pathway for IRCC to target applicants with in-demand human capital attributes and process their applications faster. It oversees applications from FSWP, FSTP, and CEC.
The CRS used by Express Entry considers human capital factors such as age, education, work experience, profession, etc., in order to elevate an applicant’s eligibility. Every factor is assigned a score and when added together, applicants obtain their overall CRS score. The higher an applicant’s CRS score, the more likely they are to obtain an ITA in the forthcoming draw.
There are numerous kinds of Express Entry draws, including program-specific draws, general draws, and category-based draws. General draws consider all Express Entry applicants irrespective of their profession or program.
What Is Category-Based Selection?
