Immigration, Refugees and Citizenship Canada (IRCC) has resumed issuing Invitations to Apply (ITAs) under the Express Entry system. Moreover, Canada conducts the first CEC draw after three months

In this latest round, over 500 applicants received ITAs.

To qualify for consideration in this draw, candidates needed to meet the following criteria:

  • A minimum Comprehensive Ranking System (CRS) score of 547
  • An Express Entry profile created before 5:26 p.m. (UTC) on May 21, 2024

The most recent draw is the fourth for the month of May and follows two category-based selections and a draw targeting Provincial Nominee Program (PNP) candidates already within the Express Entry pool.

So far in 2025, IRCC has issued over 34,440 ITAs through Express Entry.

This year, the bulk of ITAs have gone to PNP candidates. The rest have been distributed among applicants in the Canadian Experience Class, individuals with strong French language proficiency, and candidates under various Express Entry priority categories.

Canada Welcomes New Minister Of Immigration

This most recent draw is the final one overseen by former Immigration Minister Rachel Bendayan. All future draws will be conducted under the leadership of Canada’s new Immigration Minister, Lena Metlege Diab.

Minister Diab was appointed to her role on May 13 during Prime Minister Mark Carney’s latest cabinet reshuffle.

With Diab’s appointment, Prime Minister Carney now has a full cabinet in place to implement several immigration policy initiatives he previously announced. These include:

  • Capping new permanent resident admissions at 1% of Canada’s population by 2027
  • Increasing levels of francophone immigration
  • Revamping the Global Talent Stream (GTS) to attract high-skilled international talent
  • Reducing the number of temporary residents, including work and study permit holders

Additional details on these new immigration initiatives are expected following the release of Minister Diab’s official mandate letter from the Prime Minister’s Office.
