Latest PNP Draw Results: BC and Manitoba issued provincial nominations
The most recent PNP draw result was released recently in which two Canadian provinces, including British Columbia and Manitoba, have nominated candidates for provincial immigration.
Canadian provinces are permitted to nominate candidates for permanent residency because immigration is a joint responsibility of federal as well as provincial governments.
Canada’s immigration management authority ‘Immigration, Refugees and Citizenship Canada (IRCC), annually allocates a number of nominations that each province can issue, allowing them to invite candidates who can effectively integrate into the workforce and economy of each province. For instance, Alberta has been allocated a total of 9,750 nominations for 2023, and in a recent report, it stated that it has already issued 6,527 nominations of the total nominations until August 9.
Until March 2023, the provinces have been allocated the nominations by IRCC only on an annual basis. However, it is expected that this pattern will change in the future because the IRCC department has launched the multi-year provincial immigration plan for the first time. This plan will enable the provinces to determine how many immigrants they are allowed to issue provincial nominations and strategize and arrange better infrastructure and facilities for newcomers, including housing, schools, and healthcare.

British Columbia (BC)
British Columbia held the most recent PNP draw on August 9 and invited a total of 195 candidates who can apply for provincial nomination.
BC held three separate draws which targeted candidates from different streams. The largest draw was a general draw which targeted candidates in the Skilled Worker, International Graduate, and Entry Level and Semi-skilled categories. It also included the Express Entry candidates. The required scores are based on the Skills Immigration Registration System (SIRS). This system is specific to the province of British Columbia and is equivalent to the Comprehensive Ranking System of the Federal Government. The following are the SIRS scores required for each category:
- Skilled Workers needed a score of 107
- International Graduates needed a score of 110
- Entry-Level and Semi-Skilled candidates needed a score of 88
The remaining two draws targeted candidates in the targeted occupations inviting skilled workers and international graduates. This also includes the candidates in the Express Entry pool.
In the rest two draws, the province invited the following number of candidates from different fields who had a minimum SIRS score of 60.
- 34 early childhood educators and assistants and;
- 22 candidates in healthcare occupations
Manitoba
The province of Manitoba held the PNP draw on August 10. Manitoba issued a total of 615 Expressions of interest in four separate draws and three different categories.
The largest draw was occupation-specific, in which 249 candidates who had a minimum score of 605 were invited. The draw targeted Skilled Workers in the Manitoba category. Under the National Occupational Classification (NOC) 2021 major groups, the province of Manitoba considered two occupations:
- 94 candidates were– Machine operators, assemblers, and inspectors in processing, manufacturing, and printing
- 95 candidates were– Labourers in processing, manufacturing, and utilities
In the remaining two PNP draws, 47 candidates were invited from the International Education stream, and 40 were invited from the Skilled Workers Overseas stream. For both draws, the required minimum score was 708.
In addition, extra 279 skilled workers received a provincial nomination in a general (non-occupation-specific) draw. Candidates are required to have a minimum score of 647.
