Newfoundland And Labrador Conducts The Third Immigration Draw
Newfoundland and Labrador conducts the third immigration draw since launching its new Expression of Interest (EOI) system earlier this year.
The most recent selection round took place on May 29, 2025, and targeted individuals who had submitted EOIs under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
The province has now retroactively published the results, offering insight into the number of invitations issued through each stream. In total, 405 invitations were issued—the highest figure among the three invitation rounds conducted so far under the new system.

Overview Of Previous Rounds
Before the May 29 draw, Newfoundland and Labrador held two prior rounds of invitations using the EOI-based selection system:
- 328 invitations were issued on May 28, 2025
- 256 invitations were issued on April 3, 2025
With the completion of this latest draw, the province has now issued a total of 838 invitations through the NLPNP and 151 invitations through the AIP so far in 2025.
Provincial Nomination Allocation Update
Newfoundland and Labrador conducts the third immigration draw. The province originally received a reduced nomination allocation for 2025 but successfully negotiated an increase of 1,000 additional economic immigration slots with the federal government. As a result, its total nomination allocation for 2025 now stands at 2,525.
How To Submit An Expression Of Interest (EOI)?
To be eligible for provincial immigration, foreign nationals must first submit an Expression of Interest (EOI) via Newfoundland and Labrador’s Immigration Accelerator, the province’s new online platform.
Each EOI remains active in the pool for 12 months from the date of submission. If not selected within that period, it will automatically expire.
Receiving An Invitation To Apply (ITA)
Candidates selected through the EOI pool will receive an Invitation to Apply (ITA) for the NLPNP. Moreover, those applying through the AIP must have their employer submit the application on their behalf.
Foreign nationals currently outside Canada must obtain an invite code from their prospective employer to apply under either program. This invite code is not required for applicants who are already living in Canada.
Once an ITA is issued, candidates have approximately 60 days to complete and submit their full application to the province. This is a shift from the previous process, where individuals could apply directly without being selected from an EOI pool.
