Newfoundland & Labrador issues ITAs for provincial immigration pathways. The invitations were issued via the Expression of Interest (EOI) system.

The province shifted to an EOI intake process for both its Provincial Nomination Program (PNP) and Atlantic Immigration Pilot (AIP) on February 19, 2025.

This is the province’s second round of invitations, after previously issuing 256 ITAs on April 3. 

Like most other provinces, Newfoundland and Labrador found its number of provincial nomination allocations halved in 2025. 

The province negotiated with the federal government, securing an additional 1,000 economic immigration spaces. In total, the province’s allocation is 2,525 in 2025. 

About Newfoundland And Labrador’s New EOI System

Newfoundland & Labrador issues ITAs for provincial immigration pathways. The new EOI system introduces another step in the immigration process. 

Those interested in immigrating must first create an account and submit an EOI through Newfoundland and Labrador’s online immigration Accelerator. 

EOIs remain in the pool for 12 months from the date of submission. 

If an individual obtains an ITA, they can submit their Newfoundland and Labrador Provincial Nominee Program application. Foreign nationals and employers have 60 days to submit an application after an ITA has been issued. 

Obtaining an ITA is not a guarantee of provincial immigration. Applicants need to be admissible to Canada and to prove that they meet the program requirements. 

Before the implementation of the EOI system, foreign nationals could apply directly to the province’s permanent residence pathways.  

Note: Individuals who reside outside the country applying to either the AIP or the NLPNP need an invite code from their prospective employer. This invite code must be used when submitting an EOI. 

NLPNP applicants with valid temporary status within Canada are exempt from needing an invite code from their employer.
