Ontario and two other Canadian provinces issued PNP nominations, including British Columbia and Saskatchewan. Overall, 11 out of 13 Canadian provinces and territories, excluding Nunavut and Quebec, access Provincial Nominee Programs. Moreover, PNPs permit the local governments of these regions to choose skilled immigrants who might fit well in the local labor market. In addition, they must be able to combat local labor market requirements and reduce regional demographic issues.

Despite immigration being a mutual responsibility between the federal and provincial governments, Quebec has its own immigration system and doesn’t operate through a PNP. Quebec’s local government aligns with IRCC through a special agreement, permitting the province to have complete authority over provincial economic immigration.

PNP outcomes in Ontario

Ontario has sent invitations under the Ontario Immigrant Nominee Program after a long time in two months. The province issued ITAs through separate draws on June 11, 2024.

The first draw occurred under the Employer Job Offer – Foreign Worker Stream, in which OINP sent 124 ITAs to those who were eligible as Early Childcare Educators and Assistants. The draw issued invitations to candidates who held a score above 43.

In a separate draw on June 11, the ONIP also issued 120 ITAs to candidates in a targeted draw that occurred under the Employer Job Offer: International Student Stream. This draw happened for candidates who might be eligible as Early Childhood Educators and Assistants. However, this draw needed the candidates to fulfill a minimum score of 65.

British Columbia sent PNP nominations

British Columbia held another British Columbia PNP general draw on June 11. In this draw, the province issued 39 ITAs to immigration candidates from five streams under the BC PNP. Throughout 2024, the following streams were targeted in this draw:

  • Skilled Worker
  • Skilled Worker – EEBC option
  • International Graduate
  • International Graduate – EEBC option
  • Entry Level and Semi-skilled

In this draw, the Entry-Level and Semi-Skilled Streams required candidates to score a minimum of 110 points, while all other streams required a minimum of 131.

Saskatchewan and two other Canadian provinces issued PNP nominations

Saskatchewan conducted provincial immigration draws through the Saskatchewan Immigrant Nominee Program after March this year. The draws occurred on June 13, 2024.

The province held two draws, one of which was held under SINP’s Express Entry stream. The province issued ITAs to 88 candidates with professional work experience in specific occupations.

Candidates who received invitations in this stream had to fulfill a score requirement of 88. The other SINP draw issued ITAs to 32 candidates via the program’s In-demand occupations stream. This draw yet again focused on candidates with certain professional employment experience. These candidates must have fulfilled a minimum score requirement of 88 points to receive an ITA.

Both draws only issued ITAs to candidates who held an Educational Credential Assessment or had pursued Canadian education.
