Nearly all provinces and territories in Canada, other than Quebec and Nunavut, are authorized to send invitations to apply for provincial nomination to economic immigrants under a popular immigration pathway called the Provincial Nominee Program (PNP).
When a nominated candidate applies to Immigration Refugees and Citizenship Canada (IRCC), the Canadian immigration department, this nomination supports their permanent residency application and increases their chances of successful immigration.
The province of Quebec has a distinct agreement with the Canadian government, which gives it complete freedom over regional immigration as well as deciding the total number of economic immigrants to settle in the province permanently.
Canada’s New Immigration Level Plan and Improved Immigration Strategies
The Immigration Department of Canada, IRCC, annually announces its Immigration Level Plan, which outlines its target for the total number of immigrants for permanent residency to be invited in the upcoming three years. The overall IRCC’s target is divided among the different immigration programs and pathways.
This year, IRCC released its Immigration Level Plan for 2024-2026 on November 1. In 2024, the department expects to welcome around 110,000 new immigrants through the Provincial Nominee Program (PNP), and in 2025 and 2026, it expects to admit 120,000 new immigrants via the same program.
This new immigration plan largely relies on the recently released Strategic Immigration Program of IRCC. The program constitutes three main pillars designed to enhance the immigration system. These are to enhance the efficiency of the IRCC department, making it simpler for new immigrants to settle in Canada and aligning the expansion of immigration levels with settlement services and infrastructure requirements.

Alberta
Recently, Alberta announced its PNP draw results, which were held on October 24 and October 26.
The province sent invitations to 22 candidates on October 24 under the Dedicated Healthcare Pathway with Alberta job offer stream. The lowest required Comprehensive Ranking System (CRS) score for this was 326.
Besides this, on October 26, Alberta held another drawing in which it invited 100 potential candidates. This draw targeted candidates from the Family Connection and Primary Occupation In Demand stream, and candidates required a lowest CRS score of 369 to be eligible under this draw.
Candidates invited in both draws were also in the Express Entry pool.
Quebec
On November 1, Quebec announced its Immigration Level Plan, the same day when Canada released its Immigration Level Plan.
Similar to the federal Immigration Level Plans, Quebec also decides its immigration targets for the economic immigrants the province intends to invite for permanent residency. However, this year, the province only released the immigration targets for 2024 and 2025 instead of a four-year plan. This is because the province intends to monitor the effects of the province’s new requirement that mandates all candidates to have French language proficiency to be eligible for permanent selection.
Quebec expects to welcome 30,650 skilled workers in 2024 and slightly higher in 2025, i.e., 31,500.
Quebec’s two most recent PNP draws occurred on October 26, in which it sent invitations to 1220 candidates.
In its first draw, the province invited candidates from multiple trades occupations, and the required score was more than 465, which candidates needed to be eligible.
In its second draw, Quebec targeted candidates from healthcare, tech, and other preferred occupations. The eligibility score for this draw was more than 608.
In addition to the minimum score requirement, candidates required a level 7 or higher French language proficiency as per the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.
Ontario
Ontario held two PNP draw on October 30 and issued invitations to candidates in the PhD Graduate and Master’s Graduate streams of the Ontario Immigrant Nominee Program (OINP).
The province targeted no specific occupation in these draws. Hence, both were general draws.
Ontario issued 1051 invitations to candidates from its Master’s Graduate stream, and candidates needed a minimum score of 43 and above to be considered.
In its second draw for the graduate stream, it issued 66 invitations to candidates who had a minimum score of 42 or above.
British Columbia
On October 31, British Columbia held its four PNP draws and invited more than 203 candidates.
In its largest draw, BC invited Skilled Workers with the lowest required score of 111, Entry-Level and Semi-Skilled candidates with the lowest score of 91, and Entry-Level and Semi-Skilled candidates with the lowest score of 113.
In the remaining three draws, BC targeted specific occupations and invited only International Graduates and Skilled Workers. The minimum required score that candidates needed to be considered in all three draws was 60.

- 22 candidates were from healthcare professions
- Less than five candidates were from other priority occupations
Manitoba
On November 2, Manitoba issued 400 invitations in three separate draws. It invited candidates to apply for provincial nomination under the Manitoba PNP.
Its first draw was a general draw in which 204 Skilled Workers in Manitoba were invited. The minimum required score for this draw was 768.
Manitoba’s second draw targeted Skilled Workers from Overseas and invited 65 candidates as part of a strategic recruitment initiative. The required score for this draw was 708.
Province’s third draw targeted candidates from the International Education Stream. A total of 131 candidates were invited, and the minimum required score remains unspecified.
Prince Edward Island (PEI)
PEI also held its PNP draw on November 2, the day Manitoba issued invitations to candidates. It invited 41 Labour and Express Entry candidates to apply for provincial nomination.
In this draw, the province considered candidates if they were employed in the food processing, agriculture, manufacturing, and healthcare sectors.
PEI has invited a total of 2,385 candidates to apply under the PEI PNP in the past year.
