Steinbach reveals designated employers for rural pathways to PR. It is the third-largest city in Manitoba. The designated region includes communities within the rural municipalities of Ste. Anne, Piney, and La Broquerie, as well as the urban districts of Landmark and Vita.
The RCIP is an employer-driven pathway to permanent residence.
In order to be eligible, a foreign national must have a job offer from a designated employer in the participating community and must have the offer approved by a local economic development organization, in addition to meeting the pilot’s other eligibility criteria.

Who Is Eligible For Steinbach’s RCIP?
Apart from obtaining a job offer from one of the above-mentioned designated employers, foreign nationals also need to be a profession within Steinbach’s chosen priority occupations for the RCIP.
The community declared its priority sectors and professions earlier this month.
Foreign nationals need to also meet criteria regarding work experience, language proficiency, educational qualification, and settlement funds.
After an eligible foreign worker secures a job from a designated employer, the employer must submit an application to the Steinbach Economic Development (SED) for a recommendation certificate during a monthly intake period.
The intake period is from the first business day of every month at 9 a.m. until the 15th of each month at 5 p.m. – or when seven applications have been received (whichever comes first).
A maximum of five recommendations will be processed by the SED each month.
Steinbach’s first applicant recommendation intake period opens from June 2 to 15.
If an employer’s recommendation application is approved, the applicant will obtain a recommendation certification that allows them to apply to IRCC for PR.
Foreign nationals who have applied for PR under the RCIP are also eligible for a two-year work permit while their PR application is being processed.

The RCIP is a PR pathway for skilled foreign workers who want to live and work in smaller Canadian communities.
The goal is to help these rural areas address labor shortages and support long-term community growth.
There are 14 communities in total participating in the RCIP. At the time of writing, the following communities have revealed their designated employers for the pilot:

- Thunder Bay, Ontario
- Sault Ste Marie, Ontario
