Three Canadian provinces invite applicants in latest PNP draws. Immigration is a shared responsibility between IRCC and the provincial governments. All territories and provinces operate their own PNPs except Quebec and Nunavut. Quebec has a separate agreement with the federal government that allows for total autonomy over the selection of its economic immigrants.

Every government obtains an allocation of nominations and distributes them to economic immigration applicants. The number of nominations IRCC allocates depends on factors such as the province’s population and workforce needs. For instance, Ontario, which has the largest population in Canada, is allocated the most nominations.

As per the Immigration Levels Plan for 2024-206, IRCC aims to welcome 110,000 new permanent residents through the PNP this year.

Obtaining a nomination from a provincial government is not the same as getting an invitation to apply for permanent residency from IRCC. They are two different programs that need to be applied for separately.
