Three Canadian provinces issue ITAs for provincial immigration. Two provinces, i.e., British Columbia & Prince Edward Island, have their own Provincial Nominee Programs. Each territory & provinces have their PNP except Quebec & Nunavut. They can have these programs because immigration is a shared responsibility between the IRCC as well as the provincial governments. 

IRCC allocates a certain number of nominations to these provinces every year. The provinces are also responsible for choosing economic immigration candidates who are viewed as most likely to integrate into the provincial economy. 

All PNPs have individual streams for candidates with different eligibility criteria, such as international graduates, candidates with certain professions or work experience, and applicants who are willing to live and work in rural locations. 

Most provinces have a provincial scoring system, which is similar to the federal Comprehensive Ranking System (CRS) but acts at the provincial level to evaluate candidates. 

Moreover, Quebec does not have a PNP. Instead, it has a separate agreement with the federal government which allows it total autonomy over the selection of economic immigrants in the province. 

Provincial Immigration Results: August 17 – 23

1. British Columbia 

British Columbia invited over 156 candidates to apply for nomination through the British Columbia Provincial Nominee Program (BC PNP) on August 20. The province holds the draws for candidates almost every week. 

The province held four draws for candidates eligible under the Skilled Immigration category. The most significant draw was general, implying that no profession was specified. In addition, over 83 candidates were from the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled streams of the BC PNP. All applicants needed a score of 130 except those from the Entry-Level and Semi-Skilled streams, who needed a score of 110 to be considered. 

There were also three occupation-specific draws for Skilled Workers & International Graduate candidates. The results were: 

  • Construction: 20 invitations with a minimum score of 89
  • Childcare: 38 invitations with a minimum score of 85
  • Healthcare: 15 invitations with a minimum score of 99

2. Quebec 

Quebec has retroactively published the results of the draw that occurred on August 8. 

The Minister of Immigration, Francization, and Integration invited over 1,415 candidates to apply for permanent residency via the Regular Skilled Worker Program. 

All candidates required a score of 576 points to be considered, as well as level 7 oral proficiency in French according to the Échelle québécoise des niveaux de compétence en français (Québec scale of French proficiency levels for adult immigrants) or its equivalent.

3. Prince Edward Island 

Three Canadian provinces issue ITAs for provincial immigration. In addition, on August 22, the province invited over 57 candidates through the Labour & Express Entry stream of the PEI PNP, the first draw in over a month.  

Applicants had to be presently working in the province in the healthcare and construction sectors to be considered. PEI states that those with work permits expiring in 2024 in the traditional, trucking, and transport sectors were also considered.
