Three more Canadian provinces began Issuing PALs to International Students. PALs, or Provincial Attestation Letters, are an additional requirement for applying for a Canadian study permit.

The provinces that implemented the PAL system include New Brunswick, Saskatchewan, and Newfoundland and Labrador. Prior to these, British Columbia, Quebec, Alberta, and Manitoba had implemented the system for their region.

The due date for implementing the PAL issuing system for all provinces and territories is March 31.

Canadian northern territories, as well as Ontario, Nova Scotia, and Prince Edward Island, have not released any details yet.

The IRCC department mandates that all provinces issue PALs based on their study permit allocations, which have been specified under the 2024 study permit cap announced on January 22, 2024.

Three More Canadian Provinces Began Issuing PALs

Find the details below concerning the PAL system of three Canadian provinces, including New Brunswick, Saskatchewan, & Newfoundland and Labrador. 

How to get a PAL in New Brunswick

In accordance with the IRCC, the province of New Brunswick implemented the PAL system on March 18. The province urges International students to contact their DLI for the application procedure. 

While the process for receiving a PAL may vary slightly between designated learning institutions (DLIs) in the province, most schools require students to follow a series of steps to apply.

 For instance, after being accepted, the University of New Brunswick (UNB) recommends that international students log in to their student account and confirm that they have paid non-refundable tuition fees. According to UNB, this will help validate that a student is interested in attending classes.

After that, on behalf of the student, the school will submit a PAL request to the province, and it will email the student to inform them about how long it will take to complete the process. The processing time for NB is expected to be two weeks. 

Then, students may download their PAL. Then, they can submit it with their final study permit application.

How to get a PAL in Newfoundland and Labrador

Newfoundland and Labrador has implemented their PAL system on March 19, 2024.

Similar to other provinces, Newfoundland and Labrador also suggested that international students reach out to their DLI concerning the application of a PAL.

Notably, out of all the DLIs in the provinces, the highest number of students are at Memorial University in St. John’s. 

For students who intend to begin in the May 2024 semester, it noted that “contact admitted students via email to collect any additional information required for the attestation letter process.” There are no additional details available. 

How to get a PAL in Saskatchewan

According to the IRCC’s official webpage, Saskatchewan put in place its PAL system on March 13. 

To apply for a PAL, the province has advised students to get in touch with the DLI. No major post-secondary institutions in the province have yet released any further details concerning PAL.
