Vancouver enters top ten & Calgary exits global rankings. This implies that Vancouver has reclaimed its position among the top ten most livable cities in the world in the 2025 edition of the Global Liveability Ranking by the Economist Intelligence Unit (EIU).
In 2024, both Vancouver and Calgary were featured in the global top ten. However, this year, only Vancouver managed to retain a top spot, while Calgary dropped significantly in rank.
Calgary, which held the fifth position last year, fell to 18th place. This marks a significant decline for the Albertan city.
Toronto, on the other hand, failed to return to the top ten for a second consecutive year.
EIU’s Global Liveability Ranking scores cities across five key categories, including stability, healthcare, infrastructure, education, and culture and environment. These factors reflect the overall quality of life in each city.

Note: Zurich and Vienna tied for second place, while Osaka and Auckland tied for seventh.
The top three cities are the same as last year, but Vienna and Copenhagen swapped positions. Zurich, which was third previously, is now tied with Vienna.
Melbourne has retained its fourth-place standing, and Geneva now stands alone in fifth, pushing Calgary out of this position.
Sydney, Osaka, and Auckland all climbed higher in the rankings. Adelaide, Australia’s third top-10 city, remained at ninth.
Vancouver is now the only Canadian city in the top 10, though it slipped three spots from seventh last year.
Ranking Methodology
The Economist Intelligence Unit assessed 173 cities using 30 performance indicators grouped into five weighted categories.
Cities were graded as acceptable, tolerable, uncomfortable, undesirable, or intolerable, with scores from 1 (intolerable) to 100 (ideal).
Categories and their weights include:
- Stability (25%)
It includes petty and violent crime, terrorism threat, military conflict, and civil unrest.
- Healthcare (20%)
It evaluates access and quality of public and private healthcare, drug availability, and health data from the World Bank.
- Culture And Environment (25%)
Culture and Environment covers climate comfort, corruption, censorship, religious/social restrictions, entertainment options, dining, and services.
- Education (10%)
It assesses access to public and private schools and educational metrics from the World Bank.
- Infrastructure (20%)
It examines transportation, international connectivity, housing, utilities, and telecom services.
Vancouver’s Performance Breakdown

Well, British Columbia’s Vancouver remains a key destination for newcomers to Canada and ranks as the most livable city in North America.
Vancouver’s overall score this year is 95.8. It scored over 95 in every category except infrastructure.
Last year, the city scored 96.6 and was ranked seventh. This year’s drop to tenth place represents a 0.8-point decrease.
Healthcare was the only category in which Vancouver’s score fell. Interestingly, even with the drop, it still matches Copenhagen’s healthcare score—the top-ranked city overall.
Vancouver’s fall in the rankings is due more to other cities improving their scores than to any significant decline on its part.
Updates On Other Canadian Cities
The EIU ranking included updates on other major Canadian cities: Calgary, Toronto, and Montreal.
- Toronto
Toronto, a top destination for immigrants, was ranked 16th this year. It received a score of 94.9, slipping four positions.
- Calgary
Calgary experienced the largest decline, dropping from fifth to 18th place. Its overall livability score is now 94.7.
- Montreal
Montreal improved its rank this year, moving up four spots to 19th place. It earned a livability score of 93.8, up 0.4 points from 2024.
According to the EIU, the primary reason behind the fall in rankings for Canadian cities was a dip in healthcare scores across the board.
