Yukon releases its 2025 nomination allocation details. The Yukon Nominee Program (YNP) recently outlined its updated nomination breakdown, following a major cut to its overall allocation.

Similar to many other provinces and territories across Canada, Yukon experienced a dramatic 50% cut in its permanent residency (PR) nomination spaces for 2025. The reduced quota left the territory with just 215 spots this year.

Due to the growing interest from employers and limited nomination availability, Yukon has moved to a structured Expression of Interest (EOI) process. This new system allows employers to submit EOIs for potential nominees, after which the Yukon Nominee Program evaluates and invites the top candidates.

However, Yukon officials have cautioned that employers who did not submit EOIs earlier this year may not get a chance to do so again until 2026.

On May 23, Yukon confirmed it had received more EOIs matching its 2025 priorities than it could accommodate with the available nomination slots.

No Additional EOI Intake Expected This Year

As Yukon releases its 2025 nomination allocation details, a YNP spokesperson indicated that the territory had already met its EOI intake requirements for the year. They noted that the latest EOI period resulted in more eligible submissions than nomination slots available, forming the 2025 EOI pool.

As a result, Yukon is not expected to launch another EOI intake window in 2025. The program has already begun issuing invitations to apply (ITAs) for territorial nomination based on this current EOI pool.

While some candidates who haven’t yet received an ITA may still get one later this year, this will depend on how many of the initial applications are approved and how many nomination slots remain available.

Shift To Yukon’s New Expression Of Interest Process

Before this year’s changes, employers in Yukon could apply directly to the YNP to nominate foreign workers. If approved, these nominees would then be able to apply to the federal government for permanent residence.

In December 2024, Yukon had initially announced plans to continue the direct application model while conducting quarterly intakes.

However, that plan changed after the federal government cut Yukon’s 2025 nomination quota. In response, Yukon introduced its EOI-based system, which was open from March 31 to April 22, 2025.

YNP’s 2025 Priority Applicants

This year, the YNP is placing a strong focus on nominees who previously received temporary letters of support. These letters were issued to foreign nationals already living in Yukon and whose employers intended to nominate them either in 2025 or 2026.

After evaluating these priority submissions, the remaining nomination slots will be distributed through a randomized draw from the pool of eligible EOIs.

Applicants considered ‘qualifying’ include:

  • Individuals holding temporary letters of support
  • Foreign workers with at least one year of experience living and working in Yukon
  • Yukon University graduates
  • French-speaking candidates

Temporary Letters Of Support Issued In March

Yukon releases its 2025 nomination allocation details. On March 14, 2025, Yukon introduced temporary measures to help eligible foreign workers obtain work permits set to expire this year.

Under this initiative, foreign nationals in Yukon could apply for a territorial support letter. This letter enabled them to obtain a Yukon-specific work permit valid for up to two years.

To qualify, applicants needed employer support for a future YNP nomination—either in 2025 or 2026—as well as compliance with other eligibility conditions.

The support letter application window ran from March 19 to April 2, 2025.

This program was launched under a federal public policy that allows work permits for those applying through a provincial nominee program. It helped ensure continuity for workers while they await nomination or PR status.
